A little background history helps "warm-up" readers to a topic by giving unarguable historical facts that "set the stage". The background explains how the current situation arose in a way that everyone accepts. Good publications always "tell a story", and giving some background history helps to connect the present to the past. It also shows that you are aware of historical precedent.
